Experience in proposal preparation for the Federal/Commercial RFP's. Experience in all phases of proposal management with various Federal Government and civilian agencies. Specific proposal experience includes business strategy planning and bid/no bid decision, "WIN STRATEGY" development, and proposal technique design and review teams.  Extensive experience with the bid process, experience in writing the executive summary and management volumes. Experience with up-front planning, proposal writing, guidance, graphics, staffing, costing and production.  Experience includes, contract negotiations, BAFO responses, Work Breakdown Structures (WBS), Statement of Work (SOW), Request for Proposals (RFP), System Engineering and Management Plans.  Capable of  running the Green Teams review thru the Red Team reviews.  Familiar with proposal technique and capabilities include proposal outlines and development of Story Boards. Has demonstrated experience in the Federal government procurement process.
